AUSTIN (KXAN) -- A flood warning in Travis County is in effect for about 1 mile due to flooding, including flood water, said Emergency Management Agency (EMA) official Doug Beaudoin.
Beaudoin said that's because storm surge from Harvey's destruction is expected to persist into next Thursday, Sept. 24 at 3 p.m. He also said Texas is also expecting strong winds over the weekend.
Beaudoin said it could cause heavy flooding during the morning and night, and in the morning and late evening could put people at risk.
Beaudoin said he expects heavy precipitation over the weekend, and rain showers, too. He warned that "when the rain starts falling, it's going to cause the levees to break or cause flooding."
Beaudoin predicted that, "some areas will become uninhabitable for at least the next few days due to the water level at the foot of the San Gabriel River to the east of the Travis County boundary."
According to EMA website, it's expected that the storm surge can reach 2 feet or more above the river crest, and will cause severe flooding in the coastal areas of Travis County, Austin, Tyler, Galveston and San Marcos.
Residents of those areas are urged to go out early, and stay off water as it falls. Emergency management offices are open for immediate disaster assistance if needed.
There are also flood watches and warnings in effect for the areas of west-central Travis, including in Beaumont, Aransas and Collin counties.
At 1 p.m., there will be no thunderstorm warning across the Travis County area.
As a precaution, EMA said it's urging people who are using the Harris County Flood Control District to monitor flooding around their properties and to call immediately if any flooding occurs.

Kendall jackson reports heat and strong winds have blown up the mountains above the small town of Hinesburg, Texas, this morning.
Wind gusts up to 65 mph were reported and thunderstorms were possible. A man said he felt strong gusts of 150 mph and reports he witnessed lightning.
In a separate incident, a man who lives next door to Hinesburg reported being sprayed with the flu by a local resident this morning.
Hinesburg Police Chief Dale Gieringer told The Dallas Morning News that police are investigating the incident and that Hinesburg Fire Department has been told to be prepared to handle any other incidents in the immediate future.
Gieringer says they are being contacted by residents from Hinesburg as well as authorities from other states and nations.
Hinesburg residents tell KHOU the storm has caused homes and small businesses to be evacuated, and that police and school systems are dealing with students without any equipment as they wait for officials to make further findings about the weather.
The storms are just another problem faced by Americans as President Obama and others attempt to convince the American people that climate change is causing it.
